Strawberry Valley Community Planning Meeting Minutes for February 6, 2001

Regarding:       Creation of Community Action Plan for Strawberry Valley

Next Meeting:    Tuesday, March 6, 2001, 7:00 p.m.

Minutes: 

The meeting was called to order at 7:05 p.m. at the Gold Cup Lodge by President Lee Aseltine.  The following members were in attendance; Bob Rex, Nate Bartlett, Ken Baker, Don Armstrong, Leonard Travis, Caroline Dillman, Jerry Fleury, Ken Frankovich, Peri Sutherland, Lee Aseltine, Mary Lou Lauck, Philip Sciortino, Larry Silva, Pan Silva, Brad Sharpe, John Grannell, Sharon Pearl, and Jim Hixson.  James Connell of YSEDC was also present. 

Signs

Lee Aselltine opened the meeting by discussing the Strawberry Valley Sign.  He said he had spoken with Hal Stocker, Yuba Co Supervisor, and had shown him a map proving Strawberry Valley was established in 1851.  Hal said if Lee could provide him with a good-quality reproduction of the map, he would instruct the Public Works Department to erect signs at both ends of Strawberry Valley. 

Philip Sciortino was asked to describe his vision for a welcoming arch for Strawberry Valley.  He described a stone arch, 7 feet high and 8 feet wide of native stone.  He wanted the concrete base to be underground so that the arch would have the appearance of rising out the ground.  His design was approved by acclamation. 

Cemetery

The S.V.C.G. would like to hold a cleanup day in the cemetery.  A limited amount of funds is now available for cleanup.  The citizens’ group would like to know if the funds available for cleanup could be used for other purposes such as paint, materials or equipment if the volunteers did the cleanup.  Caroline Dillman, representing the Cemetery Board, could not respond without discussing it with the other Cemetery Board members. She mentioned that the board pays more for insurance than they do for the actual maintenance.  She said she thought a cleanup day would be a great idea.  

History

In light of the Community Action Plan process, as well as to prepare for Strawberry Valley’s 150th anniversary celebration, Mr. Aseltine suggested that the group should form a committee to research Strawberry Valley’s history and asked for volunteers.  Pam Silva and Mary Lou Lauck signed up to be on the committee. 

New Business

The S.V.C.G. had concerns that the county’s snow plowing methods were not as good this year as in years past and that they left no room for children to stand when waiting for the school bus alongside the road.  The citizens’ group decided to write a letter to the County Supervision with a copy to the Public Works Director. 

Mr. Aseltine then spoke about the fire truck that soon will be coming to Strawberry Valley.  He stated that we will have to find a place to store it until we get a building for it.  He went on to report on the federal government’s fire suppression plan, which is supposed to provide for fire breaks and fuels clearance around communities threatened by wildfires.  Communities must be on a master list in order to benefit from this program.  While the Brownsville/Challenge area was on the list, Strawberry Valley was not.  The citizens’ group asked James Connell to find out how Strawberry Valley could get on the list. 

Next, Mr. Aseltine asked James Connell to present his ideas for the content and layout of the Community Action Plan document.  Mr. Connell responded that he thinks the document should begin with a history of Strawberry Valley which would cover the town’s 150 years.  It then should discuss the formation of the citizens’ group, and list out what the group hopes to accomplish.  It then should provide Strawberry Valley’s vision statement and list its strengths, weaknesses, and goals.  This should be followed by a description of what the community has done-and what it plans to do-to implement those goals, as well as a list of the group’s subcommittees and a description of their actions.  Mr. Connell stated that the document should end with a description of how the group plans to keep the process going in the future so that the town maintains a sense of community. 

Peri Sutherland gave a report on the benefits of developing mountain bike trails, staging areas, and guided biking tours.  She stated she had spoken with a Forest Service representative who stated that funds may be made available for a staging area with bathrooms.  Peri learned that another entity was attempting to establish guided bike tours through Plumas National Forest in Yuba County.  Peri said she will do more research on this matter and keep us posted.  Peri Sutherland brought up the SDFS’ Fire Safe Communities grant and mentioned that the deadline for proposals was just three days after the meeting.  The S.V.C.G. wanted James Connell, YSEDC representative, to write a very general letter for submission on or before the deadline. 

Lastly, Mr. Aseltine finalized the list of subcommittees by appointing Jerry Fleury in charge of the sign committee. 

The meeting was adjourned at 8:25 p.m. The next meeting will be held on Tuesday, March 6, 2001 at 7p.m. at the Gold Cup.
