Brownsville/Challenge Community Planning Meeting Minutes for November 15, 2000

Regarding:       Creation of Community Action Plan for Brownsville/Challenge

Next Meeting:    Wednesday, December 6, 6:00 p.m.

Minutes:  The first Community Action Planning meeting for the community of Brownsville was held on November 15, 2000 from 6-8:00 p.m.  The meeting was led by James Connell of the Yuba-Sutter Economic Development Corporation (YSEDC).  

Mr. Connell began the meeting by thanking everyone for attending.  He then gave a short description of the Community Action Planning process and asked for a show of hands as to who would like to be on the planning committee.  When only two people raised their hands, Mr. Connell tabled that discussion, and moved on to creating a vision statement for the community.  He passed out the results of the previous night’s meeting of the Strawberry Valley Community Action Planning group, which included a list of strengths, weaknesses, and a vision statement.  He asked the Brownsville attendees to read over the results, then break up into small groups and discuss what they wanted Brownsville to look like in 10 – 15 years.  After about ten minutes, Mr. Connell called the meeting back to order and asked each attendee to share his or her results with the group.  The following is a list of responses: 

Great as it is

Pharmacy

Clean/neat properties

Information kiosk

Restaurant

Theater

Good Roads

Good landscaping along roads

Laundromat

Keep it rural

Find out the water company boundaries and core area

What services are already provided

What fire services are already provided

Find out the rainfall totals

Public restrooms

Golf course

Need Leadership (mayor for Brownsville?)

There is a lack of awareness of what’s here

There is too much regulation on businesses

Clean streets and entrances

More tourism opportunities

Better signs

 Once these items were listed out, the group reviewed them in order to find common themes for the community’s vision.  The community identified the following four elements that everyone could agree on: 

·        Unified community with thriving businesses and good infrastructure

·        Plenty of recreation opportunities for residents and visitors

·        Clean streets and gateways

·        Excellent services 

YSEDC proposes this sentence, which incorporates the above-mentioned elements, as the Brownsville vision statement: 

Brownsville is a unified community with thriving businesses, excellent services, good infrastructure, abundant recreation opportunities for residents and visitors, clean streets, and attractive gateways. 

After identifying common themes for the vision statement, the meeting attendees turned their focus toward listing out some of Brownsville’s strengths and weaknesses.  Mr. Connell again asked the attendees to take a few minutes to reflect on what characteristics they thought should be listed.  After the attendees had thought about it, Mr. Connell asked them to share their thoughts with the rest of the group.  The following is a list of the strengths and weaknesses identified during the meeting: 

Strengths

Clean air and water (good water system)

Good rural atmosphere

Good climate (above fog, below snow)

Bank, store, veterinarian, post office, medical facilities, fire department and station, airstrip, hardware store, log sealing business, other stores

Sheriff substation

Newspaper (good communication)

Garbage service

Park

Community center and senior services

Mountain fair

Service clubs 

Weaknesses

Sewage

Bad roads

Lack of signage

No speed enforcement

No cell phone access

No public restrooms

Lack of leadership and public interest

Lack of recreation opportunities for kids and adults

After the group finished listing strengths and weaknesses, Mr. Connell asked how many would like to continue the Community Action Planning process.  When most of the attendees raised their hand, Mr. Connell worked with them to schedule the next meeting for Wednesday, December 6, at 6:00 p.m.
