Brownsville/Challenge Community Planning Meeting Minutes for January 23, 2001

Regarding:    Creation of Community Action Plan for Brownsville/Challenge

Minutes:  On Tuesday, January 23, 2001, the Yuba-Sutter Economic Development Corporation (YSEDC) and Yuba County held a meeting for the community of Brownsville/Challenge.  The meeting was called to order by James Connell of YSEDC.

Mr. Connell began the meeting by thanking the attendees for braving the driving rainstorm to attend the meeting.  He then handed out a list of strengths, weaknesses and goals that Brownsville/Challenge residents had developed at a previous meeting, and asked if the attendees had any changes.  On the list of strengths, the attendees added “the theater group”, “the playground and other amenities in the park”, and subtracted “good communication.”  On the list of weaknesses, the attendees added “poor communications,” no pharmacy/laundromat,” and “lack of followers,” and subtracted “lack of leadership.”  On the list of goals, the attendees added “property cleanup,”  “reducing the price of septic systems,” “supporting the Ponderosa Community Center,” and “increasing the level of communication among Brownsville/Challenge residents.”  The amended list of strengths, weaknesses, and goals now reads:

Clean air and water (good water system)

Good rural atmosphere

Good climate (above fog, below snow)

Bank, store, veterinarian, post office, medical facilities, fire department and station, airstrip, hardware store, log sealing business, other stores

Sheriff substation

Newspaper

Garbage service

Playground and Other Amenities in the Park

Community center

Senior services

Mountain fair

Service clubs

Theater Group

 

Weaknesses

Sewage

Bad roads

Lack of signage

No speed enforcement

No cell phone access

No public restrooms

Lack of public interest

Lack of followers

Lack of recreation opportunities for kids and adults

No pharmacy/laundromat

Poor Communications

 

Goals

Unified community with thriving businesses and good infrastructure

Plenty of recreation opportunities for residents and visitors

Clean streets, property, and gateways

Excellent services

Supporting the Ponderosa Community Center

Increasing the level of communication among Brownsville/Challenge residents

Reducing the price of septic systems 

The attendees then addressed the issue of who would look into ways to implement these goals.  Three sub-committees were assembled: 

1) Ed Lewis, Hal Stocker, and Bob Hoffman will investigate ways to support the Ponderosa Community Center; 

2) Frank Fleming, Jean Benner, and Julie Mawod will investigate ways to increase communication in the Brownsville/Challenge area; and, 

3) Ed Lewis, marie Mohapp, and Julie Mawod will investigate ways to increase the opportunities for recreation in the Brownsville/Challenge area. 

Lastly, the attendees turned their attention to forming a planning committee, and decided that everyone in attendance would be on the committee.  The committee then selected Bob Hoffman to be Chairman.  The Brownsville/Challenge Community Action Planing committee’s members are:
